This
memorandum
provides an update to the Board on the actions and initiatives taken
and under way to implement the strategies and recommendations contained
in the Energy Plan. It also summarizes the data and information filed
with the Board by major energy suppliers in 2003, under regulations
promulgated by the Energy Planning Board (Title 9 NYCRR Parts 7840-7863).
Energy Efficiency and Renewable Energy Resource Development Potential
in New York State - Final Report - August 2003
Volume One: Summary Report
NYSERDA commissioned this study of the long-range potential for energy
efficiency and renewable energy technologies to displace fossil-fueled
electricity in New York. The study examined the potential available
from existing and emerging efficiency technologies and practices to
lower end-use electricity requirements in residential, commercial, and
industrial buildings. The study also estimated renewable electricity
generation potential from biomass, fuel cells, hydropower, landfill
gas, municipal solid waste, solar, and wind. The study assessed New
York's efficiency and renewable potential over three time horizons:
five years (through 2007), 10 years (through 2012), and 20 years (through
2022).
NYSERDA paper on Renewable Portfolio
Standard - February 2003
Pursuant to the objective in the 2002 State Energy Plan (page
1-39), NYSERDA has undertaken a preliminary investigation into the
feasibility of establishing a Statewide renewable portfolio standard
(RPS) for electricity generation, and how an RPS might harmonize with
a restructured and competitive electricity market and the goals from
planned State actions to promote renewable energy development. The
results of this preliminary investigation are included in this paper
on
Renewable Portfolio Standard.

New York State Energy Plan - June 2002
The 2002 State Energy Plan and Final Environmental Impact Statement
(Energy Plan) encompasses policies designed to keep New York at the
forefront among the states in providing its citizens with fairly priced,
clean, and efficient energy resources. This Energy Plan positions
New York to take advantage of technological developments among the
most advanced uses of energy, and to participate in emerging markets
for valuing and trading environmental attributes associated with energy
use. In addition, implementation of this plan will stimulate job growth
associated with the development of new technologies for the efficient
production and use of a variety of energy resources and the expanded
use of indigenous sources of power.
The Energy Plan is a blueprint to inform energy decision
making and help ensure that: customers have the ability to choose
the energy products and services that best suit their needs; a secure
and well-maintained energy infrastructure is provided; the State's
transportation system becomes more energy-efficient; and, adequate
energy supplies that are critical to the State's stability are available.

Electric Reliability Study - December 2000
In addition, the Energy Planning Board prepared a Report on the
Reliability of New
York's Electric Transmission and Distribution Systems (442kb
.pdf) at the request of the State Legislature. The report, issued
in December 2000, examines how the reliability of the transmission
and distribution systems would be affected by several factors now
and in the future.
LNG Study - November 1998
The Energy Planning Board also prepared a
Report
on Issues Regarding the Existing New York Liquefied Natural Gas Moratorium
(305kb .pdf). Issued in November 1998, the report was prepared to
provide the Governor and the Legislature with information necessary
to determine the need for further extension or modification of the
existing State moratorium on the siting of new liquefied natural gas
facilities and intrastate transportation routes.
