Customer-Sited Tier

The Customer-Sited Tier consists of "behind-the-meter" facilities that are not economically competitive with Main Tier technologies. Customer-sited resources must have been installed on or after January 1, 2003. Eligible resources include fuel cells, solar photovoltaics (PV), anaerobic digesters, and small wind turbines.

The Customer-Sited Tier Operating Plan lays out the implementation of these programs through 2009.
