Clean Cities Challenge Program


The Clean Cities Challenge is a funding opportunity to encourage projects that accelerate the introduction of alternative fuel vehicles (AFVs) in Clean City stakeholder fleets. Eligible proposers must be stakeholders or members of a US Department of Energy designated Clean City Organization in New York State with fleets of ten or more light-, medium-, or heavy-duty vehicles. These vehicles must be owned, leased, or otherwise operated by municipal agencies; school districts; businesses and corporations; and not-for-profit institutions, organizations, and associations.

Bachman AFV received $141,750 to convert seven heavy-duty, diesel vehicles within NYS-DOT
fleet on Long Island to dual-fuel, CNG vehicles. These vehicles will displace 300,000 gallons of petroleum and reduce emissions by 72.5 tons of NOx and 2.5 tons of PM over the vehicles lifetime.

NYSERDA funds will be awarded on a competitive basis, and can be used to cost share up to seventy-five percent (75%) of the proposed project, including incremental purchase costs of alternative fuel vehicles, the cost of installing fueling and recharging equipment, the cost of converting to alternative fuels medium and heavy duty vehicles. The cost of bulk alternative fuel purchases of B100 biodiesel or contracts to purchase E-85 are also eligible under this program. Alternative fuel vehicles eligible for incremental cost funding must be fueled by natural gas, propane, methanol, hydrogen, ethanol, or use electricity either stored or generated on board, as the primary motive force.

In ranking projects, consideration will be given to projects that:

  • Offset the greatest amount of petroleum - derived fuel per year
  • Result in the greatest emissions reduction
  • Affect Clean Air non-attainment areas or areas targeted by the Energy Policy Act (EPACT) regulations
  • Result in new fueling or recharging facilities
  • Benefit more than one fleet
  • Provide a high level of visibility and innovation
  • Comprise unique public/private partnerships
