Biofuel Station Initiative Program
 The objective of The Biofuel Station Initiative: Driving Energy Independence for the Empire State (“PON 1093”) is to increase the number of retail E85 and blended biodiesel (biofuels) service stations in New York State through a comprehensive approach. This PON (partially funded by a U.S. Department of Energy State Energy Program grant) solicits applications for funds to purchase and install equipment to store and dispense biofuels at retail gas stations. It is estimated up to 300 new retail biofuel stations will be opened as a result of this initiative.
PON 1093 provides a reimbursement of 50 percent of the costs, up to $50,000 per site, for new installations of biofuel dispensing equipment, storage tanks, and associated piping equipment. Funds will be issued on a first come, first served basis. Applications will be accepted from owners and operators of retail stations throughout the State that are open to the public. Funds will be committed based on approved applications, and then paid upon presentation of invoices indicating that installation is complete. The Program does not pay for the costs of facility permitting or engineering, however cost-shared technical assistance is available on a 50-50 basis, for technical review of design and construction specifications for the biofuel equipment; analysis of existing and proposed equipment; preparation and submission of requests for biofuel specific permits and waivers to local and state code officials; and training of facility staff.
The objective of The Biofuel Distributor Program: Driving Energy Independence for the Empire State (“PON 1091”), is to increase the number of petroleum terminals in New York State that offer renewable fuels such as ethanol or B100 biodiesel (biofuels) to retail refueling stations and fleets throughout New York. It is estimated approximately 8 new biofuel terminals will be operational as a result of this PON.
The Program provides a reimbursement of 50 percent of the eligible capital costs including installation labor, up to $150,000 per site, for new biofuel storage, handling, blending, and rack dispensing equipment. Proposals will be accepted from owners and operators of petroleum distribution terminals throughout the State that intend to sell blended biofuels to retail gas stations and fleets in New York. The equipment funded under the Program must allow the proposer to sell blended biofuels at their terminal rack. NYSERDA funds will be awarded on a competitive basis. The Program does not pay for the costs of facility permitting or engineering.
Commencement of a project (defined as the execution of a purchase order, construction agreement or other purchasing contract) must not precede the date that a proposal for funding under PON 1091 is submitted to NYSERDA. Additional consideration will be given to projects by terminals intending to install equipment for ethanol storage and blending in upstate New York (north of Westchester County) where there is currently a significant lack of this type of infrastructure.
