NYSERDA provides both financial and technical assistance to New York's
public and private K-12 schools in developing an Energy Performance
Contracting (EPC) project. An EPC is a method of implementation and
project financing, whereby the operational savings from energy effficiency
improvements is amortized over an agreed-upon repayment period through
a tax-exempt lease purchase arrangement. Article 9 of the NYS Energy
Law is the enabling legislation for EPC in New York State. For a more
