RFI 759-02: Private Ferry Emission Reduction Program

Request for Interest from New York Ferry Operators

Background
The New York State Energy Research and Development Authority (NYSERDA) and the New York City Department of Transportation are soliciting expressions of interest from private ferry operators in a demonstration program to reduce nitrogen oxides (NOx) and particulate emissions (PM) from marine diesel engines in the New York/New Jersey harbor. The voluntary program includes a technology feasibility study and a technology demonstration. There is no cost or disruption to ferry service anticipated in the program.

Program Description
The technology feasibility study will consist of identifying potential technologies and fuels to evaluate. In consultation with the boat operator(s), the technologies with the greatest potential for emissions reductions will be installed on vessels and evaluated in service. The demonstration and evaluation will focus on emissions but will also attempt to identify any concerns that would affect fleet operations. A subsequent program is anticipated to allow funding for deployment of the best technologies and/or fuels with participating fleets. A description of the program is attached for general information.

Private Ferry Emissions Reduction Program

Program Overview

The New York City Department of Transportation (DOT) has secured Federal Funds for the purpose of evaluating and ultimately implementing emissions control technologies on private ferries operating in New York Harbor. Marine engines are responsible for the emission of many tons of NOx , an ozone-forming compound, as well as particulate emissions (soot) into the New York airshed. As these emissions sources are mostly unregulated, the City and State are attempting to develop an incentive program to produce the desired emissions reductions from marine sources. The benefits to the public and the state include the reduction of tons of NOx emissions as well as the reduction of particulates which impact upon the residences located in the vicinity of existing and future landings, as well as passengers and crew on boats.

The Private Ferry Emissions Reduction Program has the following elements:

Task 1. Project Advisory Team. NYSERDA and DOT will assemble a project advisory project team (Team). The primary members of the Team will be DOT, NYSERDA and participating boat operators. The supporting members of the Team will include organizations such as the U.S. Environmental Protection Agency (USEPA), Northeast States for Coordinated Air Use Management (NESCAUM), Clean Air Communities, the Port Authority of New York and New Jersey, Environmental Defense Fund, engine manufacturers, emissions control system manufacturers, and fuel suppliers.

Task 2. Identify Interested Ferry Operators. Starting with this Request for Interest (RFI 759-02), NYSERDA and DOT will determine the interest, and willingness to participate of the private ferry operators in the New York Harbor area.

Task 3. Fleet Characterization and Literature Review. Based on the response to the RFI 759-02, NYSERDA and DOT staff will review both the existing fleet of ferries in the harbor and the available technical literature and come up with a menu of options worth investigating that will reduce NOx and particulate emissions by ferry fleets.

Task 4. Engineering and Evaluation Contractor. NYSERDA will contract with an engineering consultant (Contractor) to initiate engineering discussions with the participating private ferry operators in the New York Harbor area, evaluate existing pollution control technology, and oversee the data collection/field evaluation program outlined below.

Task 4a. Selection of Engineering and Evaluation Contractor Request for Proposals (RFP). The process will be initiated with an RFP, prepared and issued by NYSERDA, with close coordination with DOT and the Team. Proposal review and selection of the Contractor will be conducted through NYSERDA's traditional open competitive, peer-reviewed contracting procedures.

Task 4b. Emissions Control Downselect. The Contractor will identify the limiting factors and necessary operating parameters that will ultimately determine what, if any, emissions controls are possible on specific vessels. DOT will assist in this process by working with the operators to assure cooperation and general oversight of the project. A subtask of this element is to collect baseline emission data where available. Deliverables will be to secure the interest of all Ferry services operating in NY harbor, to get applicable data on their primary vehicle and propulsion system types as well as an understanding of the exhaust system (wet or dry) and any limiting factors.

The Contractor, in consultation with NYSERDA and DOT, will develop a menu of possible technologies and/or fuels to evaluate. In consultation with the boat operators, the Contractor will perform a review and evaluation of the candidate technologies to develop a short list of most feasible options for field demonstration. This evaluation will focus on emissions and associated costs but will seek to identify any concerns that would affect operability of the boat. The Team will make sure appropriate authorities from the Coast Guard and/or Maritime Administration (MARAD) are involved as well.

Task 4c. Field Demonstration. DOT and NYSERDA, with input from both the Contractor and participating ferry operators, will then authorize funding for the installation and evaluation of up to three different technologies. These may include, but will not be limited to approaches such as alternative fuels, fuel additives, engine operational changes, and exhaust treatments. The Contractor shall develop a test and evaluation plan for review and approval by NYSERDA and DOT. Baseline and post-retrofit emissions data will be collected and emissions benefits and associated costs of these technologies will be quantified. At a minimum, emissions of NOx, total particulates and PM2.5 will be evaluated. The ferry operators' experience will be a critical element in this voluntary program.

Task 5. Pilot Deployment Program Opportunity. Based on the experience accruing from the technology evaluations and demonstrations, NYSERDA and DOT will agree upon which technologies to include in a subsequent rebate program, and will determine what value those rebates will have. NYSERDA will develop an open, competitive Program Opportunity Notice (PON) offering the opportunity to participate in the program. Ferry operators will be able to select from the menu of technologies and receive a rebate for the work done up to the agreed-upon dollar amount.
