Over 2,300 state, local, and tribal governments are eligible for direct formula grants from the US DOE. Competitive grants are also available under the program. Governments ineligible for direct formula grants from DOE are still eligible for competitive funds from DOE, and funds from their State Energy Office. The Energy Efficiency and Conservation Block Grant Program (EECBG) provides grants to U.S. local governments, states, territories, and Indian tribes, to fund projects that reduce energy use and fossil fuel emissions, and improve energy efficiency.
NYSERDA's Role
NYSERDA was allocated $29 million from the U.S. Department of Energy to administer a competitive solicitation for small municipalities across New York State. NYSERDA’s comprehensive plan to administer those funds was approved by the U.S. Department of Energy on Friday, September 18, 2009.
On December 23, 2009, NYSERDA announced RFP 10: Implementation Funding for Small Municipalities, the competitive solicitation administering the EECBG funds. For more details regarding this program, please see the Solicitations section below.

This Request for Proposals (RFP) provides statewide funding for the implementation of energy conservation measures including: energy efficiency, renewable energy, efficient transportation systems, material conservation, and energy conservation personnel. This RFP is part of NYSERDA’s administration of the Energy Efficiency and Conservation Block Grant (EECBG) funded by the American Recovery and Reinvestment Act (ARRA). Eligible Proposers are small municipal governments of New York State that did not receive a direct EECBG allocation from Department of Energy (those not listed in this chart).

Are you a “Large” Community or a “Small” Community?
The US Department of Energy has broken municipalities up into two categories: Large Communities and Small Communities. Large Communities will receive direct formula grants from the DOE. The eligibility for Large Communities consists of the following:
Cities and Counties
- Cities with a population of 35,000 or more
- Counties with a population of 200,000 or more
- The top-ten highest populated cities and counties in each state, regardless of population
Indian Tribes
All federally recognized Indian tribes and any Alaska Native village or regional or village corporation as defined in or established pursuant to the Alaska Native Claims Settlement Act

If your local government is not on this list, you are a “Small” Community and will need to apply through NYSERDA's RFP 10: Project Implementation Funding for Small Municipalities to receive EECBG funds.
Large Community Application Process
Large communities eligible for direct grants had to apply directly to the Department of Energy (DOE). The August 25th due date has been passed and Applications are no longer being accepted.
