Eligibility
Municipal governments, public K-12 schools, Boards of Cooperative Educational Services (BOCES); public universities or colleges (including SUNY, SUNY community colleges, CUNY, and CUNY community colleges), public and private hospitals, and not-for-profits (defined as a Internal Revenue Code Section 501(c)(3) qualifying organization) incorporated prior to February 17, 2009.
Status
NYSERDA has developed this Request for Proposals (RFP) through which $74 million of New York’s allocation of ARRA SEP funds will be awarded for eligible energy conservation projects on a competitive basis. Funds are to be used to implement the following types of energy conservation projects: energy efficiency, renewable energy, and clean fleet.

The New York State Energy Research and Development Authority (NYSERDA) seeks proposals from bidders to provide training and support services to increase compliance with the residential and commercial provisions of the New York State Energy Conservation Code (Energy Code). These services are designed to reach all segments of the design, permitting, and construction marketplace through a variety of strategies. Proposals are sought under the following core service categories:
- Development and delivery of training courses on the Energy Code to a variety of audiences;
- Circuit-rider plan review assistance to architects;
- Plan review assistance services to selected local code officials;
- Pilot efforts to provide community or regional code support assistance to municipalities;
- Field inspection training, services, and assistance;
- Online training courses; and
- Optional support services.
Proposers may elect to provide one or more of these requested services. Each category will be evaluated separately.
Up to $4,000,000 available through competitive solicitation: $3.6 million of the SEP funds and $400,000 of the EECBG funds awarded by DOE will be used for impact evaluation for an initial two-year contract plus an optional one-year renewal.

The New York State Energy Research and Development Authority (NYSERDA) requests proposals from organizations or individuals interested in conducting impact evaluation of several NYSERDA programs funded by American Recovery and Reinvestment Act (ARRA) economic stimulus funds. The impact assessment shall include the measurement and verification of energy and demand savings; calculating the total amount of renewable energy generation and installed capacity; estimating job creation (including number, type and duration) and resulting economic impacts; and carbon emissions reductions. Other possible metrics include, but are not limited to, any resulting economic impacts beyond job creation, and the adoption of new technologies (e.g., solar energy). Impact evaluation activities will include, but may not be limited to: metering and monitoring to assess achieved energy savings (including development of realization rates); using surveys or other methods to determine attribution of energy savings and other impacts to the program funding; quantifying cost-effectiveness of the programs; conducting a study to assess energy savings resulting from energy code compliance efforts; evaluation reporting; and other ad hoc tasks.

Eligibility
Funding will be provided as a fixed amount in dollars per kW of PV installed. Teams must propose the installation of multiple individual PV systems that when combined are between a minimum block size of 500 kW and a maximum block size of 1,000 kW of PV systems.
Proposing Team Experience At least one (1) company in the Proposing Team must have installation experience in the target market. The Proposing team must also demonstrate that they have installed at least one system equal to the largest system they anticipate installing if selected in this program

Energy Efficiency Conservation Block Grant

Small Municipalities
Status
NYSERDA has received approval of its $29 million EECBG Plan by U.S. Department of Energy and is developing an RFP for a competitive sub-grant program for small municipalities. Eligible uses of this funding include projects such as: energy efficiency retrofits; transportation efficiency measures include synchronization of traffic signals, programs to reduce vehicle miles traveled, and idling reduction technologies; material conservation strategies including recycling and source reduction; energy distribution technologies such as combined heat and power systems; energy efficient street and traffic signal lighting; renewable technologies for local government buildings; and regional planning activities.
NYSERDA will select projects based on projected energy savings, greenhouse gas emission reduction, ability to implement projects expeditiously, and participation in national and State programs focused on energy efficiency and green practices. Funds will be allocated regionally to assure equitable distribution.
State Energy Efficient Appliance Rebate Program
Status
U.S. Department of Energy announced availability of funds on July 14, 2009. NYSERDA submitted an initial application on August 13, 2009 and will submit a comprehensive application by October 15, 2009.
