New York Battery and Energy Storage Technology Consortium
(NY-BEST Consortium)

CAIR
New York State’s regulations that implement the federal Clean Air Interstate Rule (CAIR) programs to control nitrogen oxide (NOx) emissions establish seasonal and annual emissions cap-and-trade programs that are designed to mitigate interstate transport of ozone and fine particulate pollution. The sale of NOx emission allowances provides funds to support “programs that encourage and foster energy efficient measures and renewable energy technologies”. NY-BEST Consortium Program Plan
NYSERDA proposes to use the CAIR funding to establish a New York Battery and Energy Storage Technology Consortium, (NY-BEST Consortium). The NY-Best Consortium will be a collection of New York universities and companies and will use the research grants to advance the commercialization of battery and energy storage technologies. Advancing such technology and developing products will reduce NOx emissions and transform the transportation and renewable power generation sectors, while positioning New York as the leader in energy storage technology research, development, and manufacturing. Although, the sale of CAIR allowances is expected to be the primary source of funding, there could be opportunities to leverage additional funding.

NY-BEST Request for Concept Papers due July 13, 2009
NYSERDA, in its role of establishing and advancing the New York Battery and Energy Storage Technology consortium, NY-BEST, is issuing a request for concept papers and for input on how NY-BEST can provide value to your organization.  The information gathered through the concept papers will be used to identify areas of synergy and strength for NY-BEST for the purposes of developing a strategic research direction for NY-BEST and guiding the development of a near-term full request for research proposals, and helping attract federal funding.  Information on how NY-BEST can provide value will help establish the direction and priorities of NY-BEST.

NY-BEST Working Groups

Based on input we received at the April 20 NY-BEST Stakeholder Workshop, three Working Groups established in the areas of:  NY-BEST Governance, Market-Driven Research Needs, and Testing Facility Capabilities /current State assets. Formal participation in working groups will be by invitation and created with the goal of balance and reasonably-size, however working Group meetings will be open to all NY-BEST Consortium Members.
