With energy costs spiraling higher and some experts predicting a
cold winter, Community Capital Bank has become the first bank in the
New York metropolitan region to offer a new State-sponsored loan program
which provides interest rate reductions of 4.5% for cost-saving energy-efficiency
measures and renewable technologies. Community Capital is also among
the first twelve banks in the entire State to adopt the program. Because
it cuts the cost of financing and reduces energy charges, the program
allows participants to save money twice.
The New York Energy $martSM Loan Fund, offered
by the New York State Energy Research and Development Authority (NYSERDA)
through the State's banks, finances modification to existing facilities.
Statewide, commercial/industrial, retail, agricultural, not-for-profit
and residential applications are all eligible.
With Community Capital, loans of up to $500,000 may receive interest
reductions for a maximum of five years.
The program only funds energy-related improvements. However, creative
financing packages involving multiple loan sources are permitted since
NYSERDA imposes no limit on the total cost of the project nor the
accompanying improvements that are not energy related.
Metropolitan area borrowers must be an electric distribution customer
of Consolidated Edison.
One or a combination of the following projects automatically qualify
for New York Energy $martSM interest reductions,
including loans to:
Purchase Energy Star® windows and appliances;
Install insulation, duct sealing and weather stripping;
Purchase efficient residential boilers and water heaters;
Upgrade or install nine categories of high-efficiency lighting;
Upgrade or install 12 categories of heating, hot water and
air-conditioning equipment including heat pumps;
Install efficient motors; and
Install occupancy controls and Energy Management Systems.
Seven categories of renewable technologies also qualify including
solar hot water and heating, photovoltaics (solar cells), and wind
generators. Other, custom projects may also qualify but need to be
evaluated and approved by NYSERDA first.
NYSERDA is a public-benefit corporation established by the State
Legislature to address the State's energy and environmental challenges.
NYSERDA's New York Energy $martSM Loan Fund is financed
by a System Benefits Charge established by the New York State Public
Service Commission on five of the State's investor-owned utilities
to ensure that important R&D and energy efficiency deployment
efforts continue during the utilities' transition to competition.

Albany, NY Evans National Bank leads the pack as the first
bank in the immediate Buffalo area to offer a new State-sponsored
loan program that provides interest rate reductions of 4.5% for cost-saving
energy-efficiency measures and renewable energy technologies projects.
Evans, with seven locations in its primary market of Southern Erie,
Northern Chautauqua and Northwest Cattaraugus Counties, is also one
of the first eleven banks in the State to adopt the program. Because
it reduces the cost of financing and reduces energy expenses, the
program allows participants to save money twice.
The New York Energy $martSM Loan Fund, offered
by the New York State Energy Research and Development Authority (NYSERDA)
through the State's banks, finances modifications to existing facilities.

HUDSON TECHNOLOGIES TO RECEIVE
$250,000 FROM NYSERDA
PEARL RIVER, NEW YORK, APRIL 13, 2000 Hudson Technologies,
Inc. (NASDAQ: HDSN), a leading refrigerant services company specializing
in emergency recovery and decontamination services for large comfort
and process cooling systems, today announced that it has received
a commitment for $250,000 of research funds from the New York State
Energy Research and Development Authority (NYSERDA) to develop a system
to improve chiller efficiency and performance and to increase system
capacity.
NYSERDAs commitment is the first of a two-phase project designed
to develop systems that, utilizing Hudsons patented Zugibeast®
and its proprietary RefrigerantSide decontamination services,
will improve and optimize chiller performance and reduce overall energy
consumption. Kevin Zugibe, President and CEO of Hudson, commented
on the project, saying: Chiller systems are among the highest
ranking energy consumers in commercial buildings. Improving the efficiency
of existing systems can offer dramatic energy savings to all public,
commercial and industrial sectors.
Hudson and NYSERDA will jointly fund Phase I of this project, with
NYSERDA contributing $250,000 to the project. Mr. Zugibe stated: We

ALBANY, N.Y., March 31 /PRNewswire/ -- To help New Yorkers who have
taken back-to back financial hits with duel energy shockers -- high
heating oil costs followed by increased gas prices -- the New York
Energy Research and Development Authority (NYSERDA) offers energy
tips that will cut costs year round.

Earth Day (April 22) -- which will involve half a billion people worldwide
-- is the perfect opportunity to address energy efficiency and the
ways it can save consumers money,'' advises Rick Gerardi, Director

a few of these energy- efficiency tips, New York residential consumers,
who already spend $386 more on energy than the national average, can
help save the environment as well as put money back in their pocketbooks.''

"The single most important thing to remember when trying to cut energy
costs in the home is to look for the Energy Star® label when buying.
Products carrying the Energy Star label are the most energy-efficient
products on the market,'' notes Gerardi. The Energy Star label can
be found on the most energy-efficient appliances, heating or air conditioning
systems, home electronics, lighting, or windows.
NYSERDA offers these energy-efficiency tips to cut energy costs year
round:
* Look for the Energy Star label when replacing or shopping for
home and office energy-oriented products. Houses that replace existing
equipment with Energy Star products can cut annual energy bills by
30 percent (www.energystar.gov).
* Replace your existing light bulbs with more energy-efficient compact
fluorescent bulbs that use one-fourth the energy, last 10 times longer,
and are more cost efficient.
* The summer heat is on its way, and heating and cooling costs can
account for half of the average family's energy bill. Make sure your
air conditioning and heating system receives a proper "tune-up" each
year and replace air filters regularly. This will help the unit run
more efficiently. Window units should be sized properly for optimum
performance.
* Install a programmable thermostat that automatically coordinates
indoor climate with the year's fluctuating temperatures. This way,
you are increasing home comfort and reducing energy waste.
* Instead of spending money by leaving the lights on when you are
not at home, put timers on a few of the lights, or install motion
detectors on exterior floodlights to improve your home security while
saving energy and money.
* As the summer months approach, be sure your air ducts are not leaking
and are properly insulated. A house can lose up to 20 or 30 percent
of its energy from leaky ducts.
* Do some "window-shopping" this spring at the Efficient Windows Collaborative
web site, www.efficientwindows.org,
and upgrade your single-paned windows to energy-efficient windows
with double panes and low-emissivity coatings.
* Plug energy "leaks" with appropriate insulation, weather stripping,
caulking, and low-e or spectrally-selective windows, glass doors,
and skylights. Make sure your attic and/or ceiling are well insulated
-- as well as the rest of your home.
* Check your refrigerator for leaks on a regular basis. The proper
refrigerant charging could save you serious money at the end of the
year.
* Check out horizontal axis (front-loading) washers that use less
water and energy and get clothes as clean as conventional units. Be
sure to also investigate dryers with moisture sensors and high- efficiency
refrigerators.
* Make your PC as energy-efficient as possible. Activate "sleep" features
on computers and office equipment that power down when the equipment
is on but not in use for a while. Turn off equipment during long periods
of non-use to cut costs and improve longevity.
* If you are in the market for a new car, think high gas mileage to
save hundreds of dollars in fuel bills over the life of the car and
reduce pollution and greenhouse gas emissions.
