FOUR NEW YORK AREA FIRMS TO RECEIVE UP TO $27 MILLION TO PROVIDE ELECTRIC-DEMAND REDUCTION PROJECTS IN CON EDISON TERRITORY

Albany (December 13, 2006) - The New York State Energy Research and Development Authority (NYSERDA) today announced that ConsumerPowerline, Endurant Energy LLC, EnerNOC Inc., and Innoventive Power have been competitively selected to identify, develop, and implement projects that will produce large-scale peak electric-load reduction in the Con Edison territory. These projects will result in a minimum of 37 megawatts (MW) of electric-load reduction in the New York City area. The funds are awarded through NYSERDA's Aggregated Load Reduction Program.

Peter R. Smith, President and CEO of NYSERDA said, "Our effort to reduce power consumption in the Con Edison territory is exemplified through our financial commitment to provide electric-demand management strategies to large-scale electric users. The electric-load reduction strategies include permanent efficiency, curtailment, distributed generation, and interval meter solutions. When implemented, these projects will provide significant peak-demand energy savings, decreased energy use, and improved electric-system reliability."

The Aggregated Load Reduction Program is one of several programs established by NYSERDA as part of the Power Saving Partners initiative. The four firms that were competitively selected have proven records in the energy field and demonstrated a solid understanding of the New York City and Westchester County energy and construction markets, including the delivery of large-scale megawatt reduction projects.

The program contains the following demand management strategies that will produce a reduction in peak demand:

. Permanent Efficiency resulting in reduced peak demand during the summer peak-demand reduction period through the installation of equipment that provides long-term peak-demand reduction

. Curtailment that can be implemented at times of constrained electric capacity

. Distributed Generation that allows customer-sited electric generation facilities to offload  a percentage or all of a facility's electric load through the use of generators that comply with, or exceed, minimum emissions and efficiency requirements, and

. Interval Meters installation that enables participation in New York Independent System Operator (NYISO) demand-response programs.

"Not only will the projects initiated by our contractors through our Aggregated Load Reduction Program help reduce strain on the grid, participating businesses and industries will see reductions in their utility bills," Smith said.

As an example, incentives for permanent efficiency projects can be as high as $600 per kilowatt of peak electric-load reduction. It is also possible to earn performance-based incentives for measurement and verification of long-term electric-load reductions.

Consumer Powerline is a full service strategic energy asset management firm and provider of demand response solutions. The New York State Energy Research and Development Authority (NYSERDA) is a public benefit corporation created in 1975 by the New York State Legislature. Its programs are available to all electric distribution customers (residential, commercial, institutional, and industrial) of Central Hudson, Con Edison, NYSEG, National Grid, Orange and Rockland, and Rochester Gas and Electric.

New York Energy $martSM programs administered by NYSERDA are funded by a System Benefits Charge (SBC) paid by electric distribution customers of participating utilities and provide energy efficiency services across New York State's residential and business sectors. NYSERDA also promotes research and development, and environmental protection activities.

Power-Saving Partners is a collaboration between NYSERDA and Con Edison to achieve the System-Wide Program (SWP) goals set forth in the March 24, 2005 Order of the New York State Public Service Commission (PSC).  The Order identifies energy efficiency (EE), load management (LM) and distributed generation (DG) as demand management strategies to help meet expected peak load growth in the Con Edison service territory. Projects funded under the Power-Saving Partners umbrella must be implemented at Con Edison electric distribution customer facilities that pay the Monthly Adjustment Clause (MAC) at the time of application - and continue paying it throughout the contract term.  The PSC Order established Demand Management (DM) budgets and goals for NYSERDA (150 MW system wide) and for Con Edison (150 MW in targeted networks).
